As the supreme legal document expressing the sovereign will of the people, the Constitution defines the fundamental principles of state structure and establishes mechanisms for ensuring human rights and freedoms. Sovereignty reflects the will of the Azerbaijani people to determine their destiny independently, protect national interests, and act as an equal subject in the international arena. In this context, the \u201cYear of the Constitution and Sovereignty\u201d is a strategic initiative aimed at developing legal culture, strengthening civil society, and reinforcing the unity of national values with the principles of a democratic state governed by the rule of law. Scientific conferences, educational projects, and various public events held throughout the year serve these objectives. On 21 November 2025, in accordance with the \u201cAction Plan\u201d approved by the Ministry of Culture of the Republic of Azerbaijan for the State Historical and Cultural Reserve \u201cKeshikchidagh\u201d and the \u201cAction Plan\u201d approved by the Agstafa District Executive Authority, an intellectual competition among teachers of general education institutions of the district was jointly organized by the Agstafa District Executive Authority, the Agstafa Education Sector of the Gazakh-Tovuz Regional Education Department, and the State Historical and Cultural Reserve \u201cKeshikchidagh.\u201d The aim of the competition was to enhance knowledge about the territorial integrity of the state, sovereignty, and constitutional values, to promote the historical heritage of the liberated territories, and to increase interest in the region\u2019s national-cultural values. The event took place at the A. Mustafayev H\u0259s\u0259nsu Village Secondary School in Agstafa district. Participants first viewed an exhibition featuring printed materials about the activities of the \u201cKeshikchidagh\u201d Reserve and samples of material cultural heritage collected from the reserve area. During the official part of the event, the National Anthem of the Republic of Azerbaijan was played, and the memory of the martyrs who sacrificed their lives for the freedom of the Motherland was honored with a minute of silence. The Head of the Agstafa District Executive Authority, Seymur Orujov, stated that Azerbaijan\u2019s development as a sovereign state, the preservation of political stability, and the building of a democratic state governed by the rule of law are based on the strategic course determined by National Leader Heydar Aliyev and that this course is consistently continued today. The competition was supervised by a jury consisting of Saadat Aliyeva, PhD in Pedagogy and employee of Baku State University Gazakh branch; Indira Samedova, Honored Teacher and employee of BSU Gazakh branch; representatives of the Agstafa Education Sector of the Gazakh-Tovuz Regional Education Department; and staff members of the \u201cKeshikchidagh\u201d State Historical and Cultural Reserve. A total of 31 teams participated in the competition, which consisted of three stages. Participants tested their knowledge by answering 30 questions covering the \u201cYear of the Constitution and Sovereignty,\u201d the Constitution of the Republic of Azerbaijan, historical monuments in the liberated territories, and the topic of sovereignty. Based on the results:<br \/>\n1st place \u2013 \u201cZangilan\u201d team of the Boyuk Kesik Secondary School named after the Hero of the Patriotic War Azer Yusifli,<br \/>\n2nd place \u2013 \u201cKarabakh\u201d team of the Poylu Village Secondary School named after S. Mammadov, 3rd place \u2013 \u201cGyzyl Hachili\u201d team of the Poylu Settlement Secondary School.
